French FM circulaire does not prohibit or hinder creation of direct ties with NKR
Ara Toranian and Murad Papazian, the co-chairs of the Co-ordination Council of Armenian organizations of France (CCAF), had a meeting with the French Foreign Minister’s advisor on strategic issues, Guillaume Ollagnier, to express their discontent with the joint circulaire of Ministries of Foreign and Internal Affairs of France recently published by the media, according to the French outlet Nouvelles d’Arménie.
According to the reports, the circulaire prevents the decentralized cooperation with the administrative and territorial units of Artsakh (Nagorno Karabakh Republic). The CCAF co-chairs stated that such a cooperation is Artsakh residents’ inalienable right in order to overcome the isolation, given the blockade created by Azerbaijan’s militarized policy.
The French side said the aim of the circulaire is to clarify the legal frameworks of the decentralized cooperation. It was sent to the perfectures so that they remind the heads of the French regions and communities about the restrictions of their power regarding the international recognition of the independence of administrative units. However, it does not prohibit or hinder the creation and development of direct ties.
As a result of the meeting, Ollagnier, the advisor, was called to elaborate on legal clarifications with the Ministry of Internal Affairs to avoid distorted comments on the circulaire.
