FUTURE PRIME MINISTER…
After April 9 the oath ceremony of the ongoing Prime Minister and president-elect Serzh Sargsyan the government should be dismissed according to the Constitution article 55.4 and only after it the new government should be formed.
After the recent political developments the formation of the new government has become inner political major intrigue. It is more than obvious that the president Serzh Sargsyan will have the opportunity to consolidate the political government only after the new government gets social trust and always remains under the president’s control. In this case much will be under the Prime Minister’s control. It is important to understand who the possible Prime Minister candidate is.
During the last weeks the list of the possible Prime Ministers has been extended: after the elections and till the day Serzh Sargsyan met with the students of the Economy University the possible candidate for the prime minister’s position was considered to be Robert Kocharyan. After the 1 March events the most common figure of the candidate became Vahan Hovhannisyan, then Hovik Abrahamyan, Karen Karapetyan,both, Tigran Sargsyan, Ruben Vardanyan and Tigran Torosyan.
We tried to regard all of them separately.
Robert Kocharyan’s name has been already mentioned. It is important to remind that the ongoing president himself excluded that variant at least till the “temporary pause” ends.
The candidature of the ARF candidate Vahan Hovhannisyan is not so much exploited by the media. According to some rumors this variant has been exploited by the group itself as the present political situation does not consider it. Probably this variant is presented due to the dreams and not the reality.
The same consideration could be directed to another candidate Tigran Torosyan. And it is much possible that this variant is exploited by the candidate’s friends. But irrespective to Vahan Hovhannisyan this variant could be much real as “his candidature is ignored neither by Serzh Sargsyan nor by Robert Kocharyan”.
The director of “HayRusGazard” CSJC and from 22 March the president of “Areksimbank” council Karen Karapetyan does not have any political experience but in the economic elite life he is famous for being successful manager. Though he is young he has quite serious image and role among authorities. In the various meetings with the journalists he seemed to be quite competent, charismatic, communicative person. Besides the current candidate has good relations with Russian economic and political elite.
The above mentioned information and analysis could be notified for the director of “Troyka-dialogue” group Ruben Vardanyan who has serious relations with Russian managing and executive elite. This candidate has no political experience and he does not live in Armenia which means that he could be little aware of Armenian social-economic situation. It is important to add that this candidate does not have the position and impact on Armenian elite which could force them to work under his control and to create consolidated government.
Karen Karapetyan the director of the Republican Party group does not have so rich experience in the political field. And he has been recently immerged into politics and political activities. Karen Karapetyan also has some relations with Russian political elite but it does not mean that he has enough chances to create consolidated politics.
The candidature of the Central Bank president Tigran Sargsyan could be accepted by Serzh Sargsyan and Robert Kocharyan. This candidate could be acceptable for the Western institutions also. Though the formal opportunities of this candidate are high enough but he does not have real positions in the political elite.
The deputy prime minister and the Minister of the Urban Affairs Hovik Abrahamyan and his possible candidature is acceptable for both Robert Kocharyan and Serzh Sargsayn. He has long experience working in executive bodies and according to Galust Sahakyan is “experienced republican”. He is able to carry out some organizational and managing activities. But at the same time he is not so much famous and is vulnerable. And it is difficult to imagine how he is going to create relations with the Western and Russian bodies. Possibly if he becomes a Prime Minister much will depend on the Foreign Affairs Minister.
