DAVID HARUTYUNYAN EVALUATED SITUATION
Some steps are done to meet the recommendations of article 1609, but the process should be permanent it should mirror the directions our country has taken, said David Harutyunyan, the chairman of permanent committee of state-legal affairs of NA and the leader of Armenian delegation in PACE.
According to him, the NA has conducted huge work on the legislative points but still not everything is done perfectly. He has stated the implementation of legislative affairs of organizing collective meetings, the discussion covering the rights of the opposition and the reforms of the Electoral Code. D. Harutyunyan has added that what is done is not sufficient and the reforms should be conducted in the level of constitution. He has not mentioned any certain time period but noted that when the political passion is calmed down there will be an opportunity to reach that point.
David Harutyunyan mentioned that another step forward is the formation of interim committee, organizing parliamentarian sessions covering Radio and TV station, which were interesting and successful and it is expected that legislative initiatives will be taken. D. Harutyunyan notified that he has sent invitations to all the nine presidential candidates to take part in the affairs of the working group and only Levon Ter-Petrosyan and Arman Meliqyan have not affirmed the participation.
To conclude, the co-rappoteurs who arrive in Armenia on June 16-17 will be reported what have been done. “The matter is not only in article 1609, we are in the stage of monitoring and that articled referred to another responsibilities. Hence, the co-rappoteurs will use the chance to see other advanced steps conducted in RA,” said D. Harutyunyan.
D. Harutyunyan has signified the detailed investigation of March 1-2 events which are under the interest of the authorities. According to him if it is managed to reveal the sources and results of those events we could do a step forward but if not, then the future elections will be spoiled too.
