July 5 is marked Constitution adoption day in Armenia. Mother Law of the state is 14 years old, adopted in 1995; it has been reformed 10 years later.

Constitutional expert Vardan Poghosyan held a press conference in this respect. According to him Constitution is a necessary tool to create normal, civilized and prosperous state, but it should be as well acknowledged that the law can not give wealth. The legal document should be put under force and political will of political bodies are needed.

“If we say that Armenian Constitution is not well implemented then both the state and the society are to be blamed. Unfortunately, people remember about the Constitution when it is marked,” the expert said.

Regarding the reforms made in 2005 the expert says those were steps taken in the right direction. But it should be emphasized that they were highly recommended by the European institutions, because of which political will lacked to bring the law into force.
