 National Assembly plenary session includes the decision “on Azerbaijan’s liability on transferring Nagorno-Karabakh conflict into armed conflict, creating obstacles to prevent the peaceful negotiations.” The author of the draft is NA deputy of Dashnaktsutyun faction, Chairman of NA committee on foreign relations Armen Rustamyan.
The project justification is presented as Azerbaijan has been continuously distorting the facts and the reality having intention to create false image among the international community. At the same time being an aggressor but presenting the other side as aggressor, they try to put the responsibility on Armenian side.

The most important phase is to recover the real image pointing Azerbaijan’s responsibility over the tension of the conflict, to resist its policy intensively including parliamentary diplomacy.
The Government hasn’t presented any objections and has introduced its own version. Armenian Deputy Foreign Minister Shavarsh Kozharyan has been assigned as co-rapportuer.
