Shavarsh Kocharyan: Aliyev recognized NKR yet in 1993
Azerbaijani authorities have recognized the Republic of Nagorno-Karabakh yet in 1993, Armenian Deputy FM Shavarsh Kocharyan stated in an interview with “Mir” TV station referring to a certain legal document.
“I’m going to read a document adopted on September 3rd, 1993 – “Baku, document number 171: Azerbaijani government authorize Vice President of Supreme Council A. Djagilov to hold negotiation on purpose of organizing meeting between Presidents of Azerbaijan and NKR. Signature of Heydar Aliyev.”
Here is the document signed by H. ALiyev. As soon as Djagirov was authorized to gold those negotiations, NKR FM Arkadi Ghukasyan was also authorized to.
Negotiations were held, bilateral memorandum was signed between Djagilov and Ghukasyan. The memorandum defined two points: First, Ceasefire regime for one and a half month, and second, organization of a meeting between President of Azerbaijan and Nagorno-Karabakh. Moscow hosted that meeting. Then the President of NKR was Robert Kocharyan and Heydar Aliyev was President of Azerbaijan, thus they had a meeting. That phase resulted in signing of an agreement in Bishkek and ceasefire regime establishment treaty was signed,” Armenian Deputy FM stated.
Shavarsh Kocharyan then concluded: “In fact, by these statements, negotiations and agreements Azerbaijan recognized the Republic of Nagorno-Karabakh. And if the ongoing Azerbaijani authorities were as wise as the person who left them the power, the negotiations would advance.”
