Samvel Nikoyan: Besides PAP, other parties had also suggested shifting to parliamentary system of government
“This initiative has not yet been discussed by the Republican Party of Armenia (RPA). That is why I can only voice my personal opinion. I do not think that efficient solution of problems raised by Prosperous Armenia Party (PAP) is connected with change of model of government,” former speaker of National Assembly, member of RPA Executive Body Samvel Nikoyan told Panorama.am, while commenting on the statement made by PAP on Thursday on the necessity to shift to the parliamentary system of government.
Nikoyan reminded that ARF Dashnaktsutyun and Heritage parties had also repeatedly made such suggestions and noted that there are such countries with presidential system of government where problems voiced by PAP are solved effectively.
“I don’t think it is right to attribute all problems existing in our country to the system of government. There are such countries which have made progress with presidential system of government, and there are also such countries with parliamentary system of government where these problems are not solved effectively,” said the former speaker of parliament.
According to him, the existing semi-presidential system of government is able to effectively solve the problems faced by the country.
