Tenders for building houses for those who have become disabled in Karabakh war were announced by the Ministry of Labor and Social Protection of Azerbaijan. The “VAFİ Region” LLC that belonged to Vugar Alekperov, the son of the Minister of Labor Fizuli Alekperov, won those tenders. Besides that, after the events that took place in Ismayilli, monthly charges in the Ministry of Labor and social protection of the population increased for 2 times.

According to Azerbaijani website Hakkin.az very big frauds have been carried out in connection with the tenders for the construction of the houses. Thus, the Ministry accounted 12 million manats (about 12 million) on the account of “VAFI Region” LLC for the construction of a 9-storeyed building with 96 apartments. This means that one apartment costs an average of 125 000 Euros, i.e. the amount of actual expenses is increased for 4 times, Haqqin.az reports.

The article also presents the monthly rates of bribes, established in the Ministry; 1000 Euros for receiving disability, 200 - 1000 Euros for one more disability, 1500 Euros for a life-pension, for Addressed public social aid - 300 Euros, etc.

“This means that the material damage that the family of the Minister suffered in the result of the riot in Ismayilli on January 23, will be completed from the savings and benefits of the disabled. Who will pay for damages to the party that suffered, that is to say to the family of Minister? It turned out that the pensioners, the disabled and the poor will do. It’s a tricky question, whether Fizuli Alekperov lost or gained in the result of Ismayilli events? ...” the material reads.

The hotel that was burnt in a popular revolt in Ismailli district of Azerbaijan also belonged to Fizuli Alekperov and his brother Nizami Alekperov, who is the Chief Executive of the district.

Unrests in Ismailli district began at the evening of January 23, after an accident in which the nephew of the head of Nizami Alekperov and son of the Minister of Labor Fizuli Alekperov - Vugar Alekperov - were involved. His car crashed into another car, Alekperov then began to insult the local residents. According to one of Ismayilli residents, relative of the minister took a pack of money out of his pocket and said: "You have no dignity (geyret), I can buy your mothers and sisters for this money."

Information about the insults spread through the district and angry residents began to smash the commercial entities of Alekperov’s family up. Internal troops and Special Forces were involved in the incident. They fired rubber bullets and tear gas. As a result of clashes many people were arrested and dozens injured.

Ismayilli region is located in the north of Azerbaijan and is bordered by Guba region, where in March 2012 the population rioted against lawlessness of Azerbaijani officials. Ismayilli region just like Guba, is also included in the historical area of indigenous nations of Azerbaijan.
