Voskanapat.info provides documentary evidence of direct military aggression of Azerbaijan against Nagorno-Karabakh

Portal “Voskanapat.info” presented documentary evidence of direct military aggression of Azerbaijan against Nagorno-Karabakh Republic. The document is a transcript of the meeting held with the President of the Azerbaijan Republic on 29 January 1992.
The author of publication Levon Melik-Shahnazaryan said that according to the documents, the ex-President of Azerbaijan Ayaz Mutalibov was trying to solve his own problems by killing the population of the Republic of Artsakh.

“The President of Azerbaijan suggests how it should take place. “The press, the media, television, radio all of them should work on it now in order to maintain the positive spirit of the people,” Mutalibov states. He knows how to scare the officials present at the meeting: “You will realize that now in Karabakh the fate of those who are present and are not in this hall is being determined. All of them,” the publication reads.

According to the author of the publication, besides the numerous confessing statements by the former and current leaders of Azerbaijan, Armenian side has a sufficient number of archival documents at its disposal fully revealing the essence of the genocidal policy of Azerbaijan carried out in 1988-1994 and during the subsequent years. "Most of these documents is about the destruction of residents of Khojalu on February 26, 1992 in the suburbs Akni (at the time called Aghdam). Actually, at that time the president of Azerbaijan Mutalibov more than once mentioned in interviews about the fault of the Popular Front of Azerbaijan in this crime," the article says.

The author writes that in late January 1992, the Republic of Artsakh was in absolute transport and economic blockade and military siege for already three years.

"Let's hear more Mutalibov: "We must now draw up a master plan for the attack on all fronts here. For this we need to have implements of war, we should have appropriate physical force, adequate supplies of medicine, food, it is necessary to deploy any kind of field hospitals." We remind the reader that all this is said for destroying the besieged Artsakh," Levon Melik-Shahnazaryan writes.

In addition, Mutalibov gave instructions and orders about something which cannot be characterized otherwise than a military aggression in any court.

"We have to hire people. What's the difference (to who) to pay the money, it will work. Close the air, put people on the border, and then the work of certain forces will start, groupings of fighters on specific places (according to him bandits and fighters are all Armenians). For two days we have committed a mass barrage at Martuni and Askeran (regional centers, as well as other cities of the Republic of Artsakh systematically subjected to deadly rocket and artillery fire). I demand every time (?) the numbers of victims to know what the losses from the other side are, it is difficult to get the data," the document says.

To the question how many machine-carts were send to Artsakh on 28 January 1992 Mutalibov receives the answer: "15 KAMAZ trucks with weapons, munitions, haveing in mind the shells, cartridges and other things."

The document is incomplete, two pages, which the site is going to publish after Mutalibov’s reaction on this publication, are missing.
