"Mother of Azerbaijani soldier accused the army general Maharram Aliyev of beating her and her husband by the police right in the president's administration by his direct order," Rauf Kerimli’s article published in Azerbaijani portal "Haqqin.az" reads.

The author notes that the Azerbaijani police did not stop on this. The mother of the killed soldier continued to be beaten in Sabayel Police Department of Baku. "It looks like Maherram Aliyev had forgotten about its current status. We remind the former cop that he is not a police general anymore, and not even the chief of the city police department. The Azerbaijani army was entrusted to him. This is the staff that works in the offices of the presidential administration. Alas!" the article reads.

The publication states that Maherram Aliyev’s ferocious cruelty is not a new thing, but a badly forgotten history. "There was a special cellar in his nest, in the civic department in the Detention Unit, where the investigators sensu stricto raped pre-trial detainees. Elchin Behbudov was hanged from his leg here, in this very institution of the current head of the Committee against Torture. He hung in such hopeless position for about half an hour. He did not hang simply. He was beaten with a truncheon on his heels. They demanded him to sign the investigatory charge and took over the murder of the head of military intelligence Shamsi Rahimov," writes Kerimli.

The author notes that the orgy of and police investigators in M. Aliyev’s cellar reached such scales that the Azerbaijani government had to abolish this Detention Unit. At present one of the most corrupt officials, who is also responsible for systematic torture in Detention Unit, was appointed to the responsible post in the administration and entrusted the army. And now the army general orders the police to crack down on soldier’s defenseless mother. And this at a time when the government is trying to stop the wave of public protests caused as a result of the frequent bizarre deaths of soldiers in the army, the article states.

As the author notes, he really doubted that Azerbaijan will be able to fight for Karabakh with such serviceman. The article also states that, according to rumors, it is Maherram Aliyev who probably will take the post of the Minister of Defence. "I would not be surprised if tomorrow Maherram Aliyev creates a special guardhouse for parents of the soldiers. And there they will be tortured under the watchful eye of the bloody Yozhov. Azerbaijani paradox allows that picture too," sums up Kerimli.

Since the beginning of 2013 state bodies of Azerbaijan confirmed the fact of deaths of 33 soldiers, 28 of whom were killed in non-combat situation, including those who were shot by comrade-in-arms and who committed suicides. In addition, the media reported about a few cases of deaths of soldiers. Numerous deaths of Azerbaijani soldiers in non-combat situation and attempts of the authorities of Azerbaijan to hide these facts caused in to two major protests in Baku in 2013. The first protest was held on January 12, and the second – on March 10. Both protests were violently dispersed by the police.
