David Babayan: Azerbaijan is not ready for the solution of the situation
Panorama.am held an interview with NKR President’s spokesman David Babayan about the Nagorno-Karabakh peace talks.
- Mr Babayan, recent media reports said that there is a new document on the negotiating table. Has Artsakh introduced a new document?
- The logic of the negotiation process shows that new resolutions are introduced at least once every five years and it is perhaps the time to present new proposals to the sides. For the present, there is no new document on the negotiating table. At the same time, I must stress that any new resolution should be based on the peaceful settlement of the conflict.
- What can you say about Azerbaijan’s recent statements on the conflict settlement?
- Azerbaijan’s policy is aimed at failing the negotiations. It is hard to suppose that in the foreseeable future it will be possible to bring Azerbaijan to the constructive field and hold normal negotiations. What is clear is that Azerbaijan is not ready for the solution of the situation.
- What could be the reason for Azerbaijan to show that it is interested in the intensification of the negotiations?
- Ahead of the presidential elections, the Karabakh-Azerbaijan conflict is the most speculated topic in Azerbaijan. The Azerbaijani President faces the problem of legitimacy and tries to evade it by “intensifying” efforts in the Karabakh issue. In addition, Azerbaijan faces problems related to national minorities. By doing so, Azerbaijan tries to distract the public attention from those problems.
