Nikoyan: Constitution is not a document that can be amended frequently
I think the Armenian Constitution, which was amended by a referendum in 2005, is a well-weighted and comprehensively studied document, Samvel Nikoyan, former speaker of Armenian parliament, member of the Executive Body of the Republican Party of Armenia (RPA), told Panorama.am in an interview.
The Armenian Constitution was developed and approved through the study of world experience of development of constitutional law and its adaptation to our state structure, Nikoyan said.
For every state, Constitution Day is a festivity as only an independent state can have a Constitution. Our Basic Law answers all questions faced by our country in that area, Nikoyan said.
Like other laws, the speaker noted, the Basic Law is not a finally confirmed document. Constitutional amendments are possible in any country. However, the Constitution is not a document that can be amended frequently. The necessity of amending the Constitution can arise due to changes in government system, Nikoyan concluded.
