ICRC has limited authority for Armenian POW’s transfer to third country
Representatives of the ICRC Baku Office have indeed met with Armenian prisoner of war Hakob Injighulyan and the POW and his family exchanged information, ICRC Yerevan Office Communication Programs Director Ashot Astabatsyan told Panorama.am
Commenting on the rumors that the Armenian POW wants to be moved to a third country and that the process is underway, the ICRC official said, “I can only say that if there were any news about this issue, the public would be informed. Meanwhile, I should say that the ICRC has very limited participation, if any, in the transfer of people to third countries. Our authority in this issue has been exhausted. We only make sure that the serviceman takes this step voluntarily, but we are not involved in further process.”
On the night of August 7, Hakob Injighulyan, an Armenian citizen and an army conscript, crossed the Azeri border and was subsequently captured by Azeri soldiers. According to preliminary information, Injighulyan had lost his bearings on the terrain and inadvertently crossed the line of contact.
