Azerbaijani banks do not accept cash in support of opposition candidate
The International Bank of Azerbaijan obstructs the campaign of transferring money in support of a single candidate Jamil Hasanli, who is from the oppositional party National Council of Azerbaijan. According to the Azerbaijani portal "Haqqin.az" Binagadi and Yasamal branches of the International Bank refuse accepting 1 manat (1 euro) from the citizens.
The bank, as a reason for not receiving the money, says that according to the rules, the bank does not deal with payments that are less than 10 manats. However, representatives of the election headquarters of Jamil Hasanli note that this rule does not exist either in the law on banks or in other legislative acts.
Portal reminds that screenwriter Rustam Ibrahimbekov had recently called on citizens who wanted to see changes, to pass one manat each to the National Council for the campaign trail.
The presidential elections are scheduled in Azerbaijan on 9 October 2013. The previous presidential elections were held on 15 October 2008. The current president Ilham Aliyev is on this position for two terms already - since 2003. In March 2009 a referendum on making amendments to the Constitution was held in Azerbaijan, which repealed the restriction on one person remaining in office for more than two consecutive terms. The Venice Commission of the Council of Europe stated in this regard, "Giving one person the right to be repeatedly elected to the presidency is seen as a step backwards in the development of democracy."
