Many traditional Muslims consider Quran translated into Azerbaijani by Elmir Kuliyev illiterate and see in it a "pro-wahhabi orientation, stated vice-chair of the Justice Ministry's Expert Council for Conducting State Religious-Studies Expert Analysis, scholars of Islam Roman Silantyev commenting on the decision of the October District Court of Novorossiysk on recognition of Azeri philosopher Elmira Kuliyev’s book titled "Semantic translation of the Holy Quran into Russian" as an extremist one.

According to "Interfax-Religion" Roman Silantyev proposed to protect Islamic books from bans by forming a special list. The authors had in particular, asked not to submit translations of the Quran to expertise as well as Hadith collections and a number of other works. "Valiulin reacted positively to our proposal, however, pointed out that prosecutors office also deals with literature examination and another similar proposal letter should be submitted to prosecutor’s office too," Roman Silantyev said.

As soon as the translation of the Quran by Elmir Kuliyev was recognized an extremist a number of Islamic organizations condemned this decision. But chairman of the Ulema Council of the Russian Association of Islamic agreement Mufti Farid Salman stated that Kuliyev's translation more corresponds to the views of "Salafi" school rather than to Islam which is traditional for Russian Muslims. Farid Salman also noted that the Russian mufti does not object the decision of the court.
