Kommersant: Former Azerbaijani special squad soldier accused of killing Armenian architect in Solikamsk
"Law enforcement bodies of Perm region have established the alleged murderer of Olga Karapetyan, the chief architect of Solikamsk region, who was shot in 2010 in her apartment building. Sources say, the crime was committed by former Azerbaijani special forces soldier Azar Akbarov, who is already imprisoned for murder and illegal possession of weapons," the article in the Russian "Kommersant-Perm" newspaper reads. It also says that Akbarov is also involved in the murder of the Armenian businessman. It is reported that there is also another person involved in the murder of Olga Karapetyan; Azar Akbarov admitted his guilt.
"The investigation of one of the most high-profile crimes – the murder of the chief architect of Solikamsk, Olga Karapetyan which was committed in 2010, is close to completion. As the sources familiar with the situation told in the near future investigators of the ID of ICR in the Perm region will begin getting acquainted with the materials of the criminal case of the former Special Forces soldier of Azerbaijani Army Azar Akbarov, as well as another accused, whose name the sources of Kommersant could not tell. According to them, he is accessory to a crime,"- says the publication.
The paper notes that Olga Karapetyan was killed on March 18, 2010. The unidentified assailant shot her on the stairs of the building where she lived. Criminal case was filed, though they failed to detain the criminal by hot scent. Despite the fact that in this house lived two Deputies of City Attorney, the chief of the State Inspection of Road Safety and City Hall officials, there were no surveillance cameras. During the examination of the scene and interviewing the potential witnesses it was established that the criminal was waiting for Olga Karapetyan on the platform between the first and the second floors. After waiting for the woman, the attacker shot her in the stomach with buckshot from a shotgun of 16-gauge with a homemade silencer.
The driver of the service car, which was waiting for Olga Karapetyan at the entrance, did not notice that someone came out of the house except for children. Most of the neighbors on the porch had not heard a gunshot or a noise. The agents inspected the basement and the attic of the nine-storied building, but found no trace of the perpetrator.
Olga Karapetyan was appointed the chief of the Committee for Architecture and Construction of Solikamsk district in February 2007. In July 2009, with the active participation of Olga Karapetyan the master plan of Solikamsk was approved. It involved massive housing of the city with low-rise buildings, as well as demolition of buildings built without permission.
Among the murder stories was the professional activity of the chief architect; it was believed that the crime could be committed due to her refusal of giving permission for the demolition or reconstructing of architectural monuments. Agents had carefully studied all the permits or waivers for the construction of urban facilities that Olga Karapetyan had endorsed. Colleagues of the deceased were questioned, phone call billings and official correspondence had been examined, however it was impossible to track the organizer or implementer of the crime for a long time. After a while the criminal investigation was suspended because of the lack of people suspected of involvement in the crime.
The original "hook" law enforcers could get only from their colleagues from one of the prisons, where Azar Akbarov was kept. On 31 May 2012 he was convicted of illegal possession of arms and ammunition, and for committing a same kind of crime on February 8th in 2013, as well as murder and theft. When detaining the offender in 2012 the investigators received information that he may have used the stored guns to commit crimes. Later on it was found out that he was involved in Arthur Abrahamyan’s murder, who was a businessman in the Perm district.
Other interviewees in law enforcement bodies say that the version of complicity in the murder of Olga Karapetyan arose with the security forces when looking through the video-files on Azar Akbarov’s phone. It is reported that on one of them was depicted the weapon that the offender kept, and the shotgun with 16 caliber was also depicted in that shot. Sources say, in the course of investigation Akbarov admitted his guilt. In the same time some of the interlocutors of the newspaper claim that, according to the testimony of the accused, he had committed the crime because of his personal hostility, and was not hired.
