According to the Azerbaijani news agency "1news.az" referring to the Public Relations Center of the Ministry of National Security of Azerbaijan, MNS detained citizens of Azerbaijan Mirzoev Nariman Khosrow oglu and Rustamov Mirzakhmed Shakir oglu. They are suspected of preparing terrorist actions aimed at killing people and of illegal acquisition of a large number of firearms, ammunition and explosives.

Furthermore, Mirzoyev ordered Rustamov to prepare a special hiding place in the woods of Gusar region in order to hide from the prosecution of the law enforcement agencies after committing the crime. After the completion of the preparatory work, Nariman Mirzoyev, in order to gather all like-minded people, posted on the page of his social network facebook a call on "beginning a Jihad", as well as killing akhoond Shahin Hasanov. But because of some reasons not depending on them, they failed to commit the planned crime, the report says.
