Chamber of Accounts of Azerbaijan: Republic’s Foreign Ministry is corrupted
Chamber of Accounts of the Republic of Azerbaijan made a sensational report accusing the Ministry of Foreign Affairs of Azerbaijan of corrupt activities, Azerbaijani portal "Haqqin.az" reports.
According to the report, the Chamber found serious violations in the expenditure budget in the Ministry of Foreign Affairs of Azerbaijan; in particular, it focuses on the illegally inflated state ministry officials and illegal missions.
It was found out during the audit that some of the expenditure forecasts were falsified and the state funds were spent for other purposes. It was also found out that the Ministry was illegally appointing personnel, and some of the departments were functioning with fewer staff positions despite of the relevant decision made by the Cabinet.
Chamber of Accounts found out that some of the MFA employees were prematurely awarded the title of state employees and some of them received rather higher salary than it was allowed by law. The audit also revealed violations in assignment of diplomatic ranks.
It was also found out that the Ministry has overpaid two of its Extraordinary and Plenipotentiary Ambassadors. Besides, salaries of the employees who were not considered employees of the ministry and who were working in international organizations, were inflated.
Chamber of Accounts also accuses the Ministry headed by Elmar Mammadyarov of having more official vehicles on his balance than it was necessary. Transport costs during various international events were also inflated.
Chamber of Accounts of Azerbaijan has revealed some other cases of misapplication of funds. Chamber of Accounts informed the Azerbaijani Parliament about the revealed violations.
