Justice Minister names key principles for reforming Constitution
There is no absolutely right or wrong governance model, but there are models which are balanced and adapted to this or that country, Armenian Justice Minister Hovhannes Manukyan told reporters while commenting on the issue of governance model included in the draft concept of constitutional reform.
As regards the constitutional reform, the Minister noted that it concerns country’s development in the coming years.
“Of course, the issue of governance model arouses interest, but I am more inclined to consider it as part of separation of powers and mechanism of “restraints and counterbalances,” the Minister added.
Regarding frequent amendments to the Constitution, Mr Manukyan said that he does not see any problem in it as the Constitution is a living mechanism and it develops in parallel with the development of society.
According to him, it is important to keep a balance between power and authority. “If the balance is right, then both the presidential and parliamentary systems can properly operate in a country,” the Minister said.
