Handover of Russian murder suspect to Armenian side not considered - Prosecutor’s Office
The issue of the handover of Valery Permyakov, a Russian soldier suspected of murdering a six-member family in Gyumri, to Armenian law-enforcement bodies is not being considered, the Armenian Prosecutor-General’s Office said in a statement today, according to ArmeniaNow.
“The offices of the prosecutors-general of Armenia and Russia have discussed the details of the Gyumri murder case. The sides have stressed that all those responsible for the tragedy must be punished in all strictness of the law,” the Armenian Prosecutor-General’s Office said.
“Valery Permyakov, who is suspected of committing the murders, is a citizen of the Russian Federation and is under the control of the law-enforcement bodies of the Russian Federation, which is the same as being within the jurisdiction of the Russian Federation. Hence, the issue of Permyakov’s handover to Armenian law-enforcement bodies is not considered taking into account point 1 of article 61 of the RF Constitution, under which a citizen of the Russian Federation cannot be handed over to another state.”
The Prosecutor-General’s Office emphasizes that there is the same kind of restriction envisaged by the Constitution of Armenia and in conditions of its application no citizen of Armenia has ever been handed over to another state.
“The investigation is being conducted by the law-enforcement structures of Armenia and Russia. The investigation will be carried out in conditions of active legal interaction of the law-enforcement structures of Armenia and Russia. The Armenian side will be consistent to ensure that all those responsible will be brought to justice in accordance with the order set by the law,” the statement concluded.
