H. Tovmasyan: New draft Constitution of Armenia removes opportunities for electoral fraud and power reproduction
Ensuring the reproduction of power is much easier in systems permitting super-centralization , and a model of this kind has been in effect in Armenia since 1995, while the system proposed by the new draft Constitution of Armenia is much more democratic, Vardan Poghosyan, a member of the Commission on Constitutional Reforms under Armenian President, said at a press conference today when commenting on the new draft of the Constitution (the main chapters 1-7) published on July 15.
In his words, the system proposed by the draft Constitution offers an opportunity for control from the position of the people.
According to another member of the Commission on Constitutional Reforms, former Justice Minister of Armenia Hrayr Tovmasyan, no system is more convenient for reproduction of power than the presidential and semi-presidential systems of government.
Citing a lot of examples, including the possibility to create a dictatorship with power being passed from one generation to another in semi-presidential republics like Azerbaijan, H. Tovmasyan said that with the transition to a parliamentary model of government, the opportunities for electoral fraud and power reproduction will effectively be removed.
