Political scientist: Azerbaijan immediately takes actions as soon as any developments start in region
There will not be any serious developments in the negotiations on a resolution to the Nagorno Karabakh conflict, political scientist Hrant Melik-Shahanzaryan said at a press conference today.
According to him, the maximum that can be expected at this stage is a meeting between presidents of Armenia and Azerbaijan.
“The Co-chairs of the OSCE Minsk Group have only one option to break the deadlock in the negotiating process - organizing a meeting. It is hard to say whether they will succeed or not,” Melik-Shahnazaryan said, adding it will depend on developments on the battlefield.
He indicated some intensification of talks as OSCE Minsk Group co-chairs realize that the current stage is important for both Armenia and Azerbaijan. Besides, he linked the intensification with the deal reached between Iran and six world powers, which he said means that Russian-American cooperation starts to work again in the region, while Azerbaijan does everything possible so that the situation on the border will remain tense.
“Azerbaijan managed to do it: as soon as some developments begin in the region, it immediately takes actions,” the expert said, noting that Azerbaijan should not be allowed to maintain the tension on the border.
H. Melik-Shahnazaryan said that maintaining the border tension is the only way for Azerbaijani authorities to get political dividends, and there is little likelihood of a war resumption by that country. The reason is poor socioeconomic conditions in the country, he noted. The external signals are also absent as it will not receive assistance even from its strategic partner Turkey. Therefore Azerbaijan cannot achieve military success, while the Armenian side has good chances of success,” the political scientist said.
