V. Baghdasaryan: Draft new Constitution of Armenia to be presented to parliament soon
The draft new Constitution of Armenia will be presented to the National Assembly within the next few days, Vahram Baghdasaryan - the head of the parliamentary faction of the ruling Republican Party of Armenia (RPA) – told the correspondent of Panorama.am.
According to him, the draft Constitution of Armenia will be discussed during the first four-day sittings of the Armenian parliament’s autumn session in early September.
“The draft is now being discussed by RPA faction, with emphasis placed on the formation of a stable majority. Naturally, a majority should be formed to ensure stable work. There are many countries where governments change quite often, mostly due to the absence of a stable majority. In other words, it is an issue that needs to be discussed, and it is no accident that political forces are interested in discussions. I think active debates are expected in the National Assembly, and reporters will witness this,” Vahram Baghdasaryan said.
Asked if the provision on a second round of parliamentary elections could be removed from the draft Constitution as a result of debates and then included in the Electoral Code, V. Baghdasaryan replied: “I incline to think that the Constitution should not be burdened with such clauses. This issue may be discussed as well. Different opinions have been voiced, and we will come to an agreement through discussions. There is the Constitution and also derivative laws based on it. A general policy can be stipulated in the Constitution, while details will be given in derivative laws”.
As was reported, on August 4 the Commission on Constitutional Reforms under Armenian President published the main chapters 1 to 15 of the preliminary version of the draft Constitution of Armenia. The document is available at the website of Armenian Justice Ministry. The Commission is expected to complete the drafting of the final chapter 16 in the coming days.
