M. Melkumyan: PAP does not take tough stance on constitutional reforms anymore
On the whole, the opposition Prosperous Armenia Party (PAP) supports the chapters of the draft new Constitution of Armenia concerning human rights and reforms in the judicial and electoral systems, the deputy of ‘Prosperous Armenia’ faction of Armenian parliament Mikael Melkumyan told Panorama.am.
“As regards the model of government, we have some concern about some sub-sectors here, for example, there was concern over the possible reproduction of power and the relevance of constitutional reforms. But it cannot be said that we take a position rejecting everything,” he said.
“The issue of forming a political majority raises concern as it is similar to some extent to a one-party system. But I do not want to claim that everything will be this way. Italy where governments have changed 42 times in the past 50 years is given as an example. We also do not support a permanent dissolution of government,” he said adding that PAP will announce its final position when the party’s political council and its faction make a joint decision.
“I cannot say we now take a tough stance as it was in the past. For example, at present I am no longer concerned over the possible reproduction of power,” M. Melkumyan said.
Asked if PAP intends to meet with the Armenian president to discuss the draft Constitution, Melkumyan replied they did not receive an invitation, but in case of receiving it, their party will participate in the discussion.
As was reported, the Commission on Constitutional Reforms under the Armenian President on August 4 released the main chapters 1-15 of the preliminary version of the draft Constitution of Armenia. The document is available on the website of Armenian Justice Ministry. The Commission is expected to finish drafting the final chapter 16 in the next few days.
