K. Harutyunyan: There are serious achievements regarding jural sphere in draft new Constitution of Armenia
The submitted draft new Constitution of Armenia qualitatively differs from the Constitution adopted in 2005, deputy of ‘Republican Party of Armenia’ (RPA) parliamentary faction Khosrov Harutyunyan said at a press conference today.
“There are quite serious achievements regarding the jural sphere in the draft,” he said.
The MP said it is incorrect to take a one-sided view of the constitutional amendments, nevertheless, today many laid stress only on the model of government when discussing the draft amendments to the Constitution.
“A fundamental change is proposed. I want to invite attention to the circumstance that just a few years ago the parliamentary opposition considered constitutional reforms and a change in the model of government a necessity so as to get rid of RPA. They did not see any other way. They regarded a switch to the parliamentary system to be the only way,” K. Harutyunyan said.
He stressed the importance of the fact that the draft new Constitution of Armenia defines a social state for the first time.
As was reported, at the sitting held on August 20, the Commission on Constitutional Reforms under Armenian President decided to approve the draft new Constitution of Armenia and submit it to Armenian President. A proposal was made at the sitting to appoint Commission member Vardan Poghosyan as representative of Armenian President for presentation of the draft amendments to the Constitution in Armenia’s National Assembly. The draft amendments are available at the website of Armenian Justice Ministry.
