L. Alaverdyan: A number of articles of draft new Constitution raise concern
“I don’t think that the implementation of constitutional reforms in Armenia was a priority: documents like a Constitution should be discussed in quieter conditions”, Director of ‘Against Legal Abuse’ Foundation Larisa Alaverdyan said at a press conference today.
She considered it incorrect to release the draft new Constitution by parts. “The Constitution is a political-legal, social document connected with national psychology,” she noted.
In addition, L. Alaverdyan expressed an opinion that the commission in charge of drafting constitutional amendments should have been composed of politicians, psychologists, and sociologists, and not just lawyers.
The chairwoman of ‘Against Legal Abuse’ Foundation’ also voiced concern over a number of articles of the draft new Constitution of Armenia.
As was reported earlier, Armenian President Serzh Sargsyan submitted on August 21 the draft amendments in the Constitution of Armenia to the National Assembly. The draft amendments had been developed by the Commission on Constitutional Reforms under Armenian President. Vardan Poghosyan, a member of the Commission, has been appointed as official representative of Armenian President for presentation of the draft amendments to the Constitution in the National Assembly of Armenia. This week President Serzh Sargsyan is holding consultations with representatives of political parties regarding the approaches stated in the draft Constitution. The head of state also instructed the Commission on Constitutional Reforms under Armenian President to continue the dialog with the Venice Commission (VC) over those issues indicated in the VC’s preliminary opinion, around which no agreed solutions have been found so far.
