V. Poghosyan: Draft amended Basic Law, not draft new Constitution, was published
The Commission on Constitutional Reforms under Armenian President published the draft amended Basic Law, rather than the draft new Constitution of Armenia, Vardan Poghosyan – the Armenian president’s official representative to the parliament on the constitutional reforms – said today at the sitting the parliamentary standing committee on state and legal affairs.
“It is not a draft new Constitution, but draft amendments because the fundamental principles of the Constitution have not been changed, in particular the fact that the Republic of Armenia is a sovereign, democratic, social, legal state. All the rest shall complement these rights, establish the role of an individual in the state,” he said.
In his words, the draft amendments to the Constitution guarantee enhancement of the role of an individual in the state.
As regards the change in the model of government, Vardan Poghosyan said all the possibilities of improving the semi-presidential system of government have been exhausted, and a switch to the parliamentary system is necessary.
Speaking about the draft’s provisions related to the judicial system, V. Poghosyan said they allow judges to exercise their powers without any intervention.
