Why ‘No’ front won’t be able to foil constitutional reform in Armenia – L. Martirosyan explains
The draft new Constitution-envisaged parliamentary model of government will produce extremely positive results. MP of the ruling Republican Party of Armenia ‘s (RPA) faction, member of the parliamentary standing committee on state and legal affairs Levon Martirosyan expressed confidence about this during a press conference today.
In his words, countries that have a parliamentary system of government are democratic. “Our society has reached a level when it is possible to switch to a parliamentary model enabling to enhance the role of parties, NGOs and civil groups”, he said.
Speaking about the opponents of the constitutional reform, in particular ‘No’ movement, the MP said: “It is evident that nothing will come of it. They have no agenda. It is difficult to understand what these people oppose, what they aim to foil. It is exactly the same forces that have for years been calling for a switch to a parliamentary model of government, to a 100% proportional electoral system. Now this is being done. What they are opposed to?”
In response to reporters’ remark that the reform opponents say that power reproduction is the purpose of the reform, L. Matirosyan said that political forces in all countries want to remain in power for as long as possible, and there is ‘nothing criminal about that, it is just a political wish”. He also reminded those present that President Serzh Sargsyan said that after the reform he has no intention to become a president, or prime minister, or speaker of the parliament.
As was reported, Armenian President Serzh Sargsyan submitted on August 21 the draft amendments in the Constitution of Armenia to the National Assembly. The draft amendments had been developed by the Specialized Commission on Constitutional Reforms adjunct to Armenian President. Vardan Poghosyan, a member of the Commission, has been appointed as official representative of Armenian President for presentation of the draft amendments to the Constitution in the National Assembly of Armenia.
On September 11 the draft amendments to the Constitution were put on the agenda of the plenary sitting of the parliament’s autumn session that starts on September 15. Serzh Sargsyan has already held consultations on the approaches stated in the draft new Constitution with representatives of various political parties.
