MPs get informed about new constitutional clause on parliament’s possibilities to express vote of no confidence in govt
In accordance with the draft amendments to the Constitution of Armenia, the country’s government bears political responsibility for the policy it implements, and its creation and existence depend on the parliament’s confidence, Vardan Poghosyan - the Armenian president’s official representative on constitutional reform issues in the parliament – said today at the first sitting of the autumn session of National Assembly.
In his words, the government can be dismissed only as a result of the so-called ‘constructive vote of no confidence”.
According to V. Poghosyan, the logic of the mechanism proposed by the draft amendments is that a destructive or non-constructive majority will not have an opportunity to express a vote of no confidence in the government.
‘If MPs unite against the prime minister, but they do not have their own candidate, they won’t be able to dismiss the incumbent government. A change in the government is possible only when in the National Assembly there is a candidate enjoying confidence of an absolute majority of deputies,” Vardan Poghosyan explained.
To remind, Armenian President Serzh Sargsyan submitted on August 21 the draft amendments in the Constitution of Armenia to the National Assembly. The draft amendments had been developed by the Specialized Commission on Constitutional Reforms adjunct to Armenian President. Vardan Poghosyan, a member of the Commission, has been appointed as official representative of Armenian President for presentation of the draft amendments to the Constitution in the National Assembly of Armenia. Besides, Serzh Sargsyan has already held consultations on the approaches stated in the draft new Constitution with representatives of various political parties.
