Lawyer: Human rights amendments in draft Constitution of Armenia more important than political part
“When discussing the draft amendments to the Constitution of Armenia, the political forces currently focus their attention on the draft’s political part that proposes a switch to a parliamentary system of government. They hardly ever touch upon other amendments that are more important than political ones,” member of the Chamber of Advocates of Armenia Hayk Alumyan said during a discussion today.
The discussion about the constitutional reform in Armenia was organized by Partnership for Open Society (POS) initiative.
Alumyan expressed an opinion that the draft constitutional amendments’ chapter 2 on fundamental human rights and freedoms should not be adopted.
“At the moment of the vote, society will be informed – at best – about the proposed political changes. But each member of society should know about all the changes included in the draft,” Hayk Alumyan added.
Armenian President Serzh Sargsyan submitted on August 21 the draft amendments in the Constitution of Armenia to the National Assembly. The draft amendments had been developed by the Specialized Commission on Constitutional Reforms adjunct to Armenian President. Commission member Vardan Poghosyan was appointed presidential representative on constitutional reform issues in the parliament.
On September 11the draft amendments to the Constitution received a positive opinion of the parliament’s standing committee on legal and state affairs, and debates of the draft began at sittings of the National Assembly’s autumn session. Serzh Sargsyan already held consultations on the approaches stated in the draft new Constitution with representatives of various political parties.
