Shirak Torosyan says why Armenia needs parliamentary system of government
In Armenia, a parliamentary system of government is a necessity from the viewpoint of national security and given the geopolitical peculiarities of our region, MP of the ruling Republican Party of Armenia’s (RPA) faction Shirak Torosyan said at a press conference today.
“Our regional peculiarities, neighbors, and foreign-policy challenges give us no right to place the political responsibility, and the decision making obligation and right on one person. It would be very dangerous. We must shift to collective administration, with a group of people bearing responsibility, which will provide opportunities for a more flexible diplomacy, maneuvers, and a more competent policy while bowing to a lesser degree to external pressure. A team is formed through elections,” he said.
Shirak Torosyan said that during the December 6 referendum Armenian citizens will vote for a secure future, decent life, and stability of statehood.
On August 21 Armenian President Serzh Sargsyan sent the draft constitutional amendments to the country’s parliament. The draft was developed by the Special Commission on Constitutional Reforms adjunct to Armenian President. Following the debates, the Armenian parliament adopted on October 5 the draft decision of the National Assembly on its consent for the document to be put to a referendum. The Armenian president set December 6, 2015 as the date for the constitutional referendum. The campaign for the constitutional reform in Armenia began on October 10 and will end at midnight of December 4.
