CEC head responds to L. Zurabyan’s accusations: Political opinions should have factual basis
Under the Electoral Code of Armenia and the Law on Referendum, the final results of the referendum are published seven days after voting. During that period all complaints are examined, and then decisions are taken, Head of Armenia’s Central Election Commission (CEC), Chairman of the Central Commission on the Constitutional Reform Tigran Mukuchyan said during a briefing today.
In his words, CEC examined many mass media reports about irregularities during the constitutional referendum and established that most of those reports are not true.
“Some circumstances that have been established had a different factual basis. All those reports and circumstances will be discussed within seven days,” Mukuchyan noted.
It should be mentioned that the Central Commission on Constitutional Referendum said yesterday that as of 10 pm December 6 three written complaints were received. Mukuchyan added that no written complaints were received by CEC on the night of December 6-7.
When commenting on the demand made at December 6 rally staged by ‘New Armenia’ Public Salvation Front consisting of opposition Heritage Party and Founding Parliament opposition civic initiative – they demanded a meeting with CEC’s head., T. Mukuchyan said: “We carry out legal procedures, and we also made a clear statement concerning that demand, in other words, we did not ignore the request of rally participants. If they have any complaints to be filed to CEC, no one prevents them from doing it”.
Mukuchyan also said: “Our representative met with them twice and said that he was ready to convey their written complaints. Naturally if CEC receives the complaints, they will be a subject of discussion, otherwise, talk about various opinions cannot be subject to legal procedures,” Mukuchyan stressed.
Commenting on the statement of the head of opposition parliamentary faction ‘Armenian National Congress’ (ANC) Levon Zurabyan to the effect that “the number of forged ballots reached half a million in the past three days”, T. Mukuchyan said: “I don’t know on what grounds such statements and opinions are voiced. Various opinions can be voiced, but they should have a factual basis. Political opinions have always been and will be expressed”.
