In 2014, the total number of the prison inmates in Azerbaijan was 22,579 or 238.2 per 100,000 inhabitants of the country, according to Council of Europe Annual Penal Statistics.

The total number of the inmates in Armenia was 3,979 or 131.9 per 100,000 inhabitants. In Georgia, the total number of the inmates was 10,233 or 227.9 per 100,000.

According to the CoE report, there were two female minor convicts in Azerbaijan, and the total number of female inmates was 639. The number of male minors was 77, and the total number of convicted males was 21,940.

In 2014, there were 191 convicted or jailed women in Armenia, and 253 in Georgia. There were no female minors in detention in both countries.

There were 10 male minors convicted or jailed in Armenia, and 83 in Georgia. In total, there were 3,788 convicted men in Armenia, and 9,980 in Georgia. 

According to the data, 2,431 people were convicted for homicide, including attempts, and 915 for assault and battery in Azerbaijan as of 1 September 2014. In addition, there were 5,395 convictions on drug offences in the country.

In 2013, there were 102 cases of death in prisons in Azerbaijan, including two suicides. In Armenia, there were 12 reported cases of deaths in prisons, including two suicides. In Georgia, the figure stands at 25, including six cases of suicide.

According to the CoE estimates, Russia ranks 1^st with the number of convicts per inhabitants; the number of the inmates was over 671,000 in 2014. Lithuania is the second (305 convicts per 100,000 inhabitants), followed by Latvia (240 inmates) and Azerbaijan (238 inmates). Therefore, Azerbaijan ranks fourth in Europe with the number of convicts per total population of the country.

Meanwhile, local Trend news agency writes that, according to a report on the activities of the Cabinet of Ministers of Azerbaijan for 2015, Azerbaijan is “the safest and the most stable country in the CIS and Eastern Europe” with the number of crimes per 100,000 people (277).
