Artsakh MP: National Assembly factions in Artsakh opt for parliamentary system
“National Revival” opposition party in Artsakh National Assembly opposes Constitutional changes initiated in the republic, albeit its decision to take part in the process. Member of “National Revival” Party represented in Artsakh National Assembly Hayk Khanumyan told Panorama.am
“Overall, we oppose the changes. We find it erroneous to change the Constitution in every 10 years since those changes may negatively affect on Artsakh international reputation as well as serve a negative precedent for all future authorizes to change the Constitution in a way beneficial to them. Despite this fact and also considering the fact of being entrusted by certain part of the society we decided to take part in the process of Constitutional changes and represent our voters’ rights,” MP Khanumyan said.
He then suggested that NA factions in Artsakh tend for the parliamentary governing system. Asked whether Artsakh leadership do not repeat Armenian example through implementing Constitutional changes, Khanumyan said: “Let me note that Artsakh voiced up about its intent before the process of Armenian Constitutional changes were even launched. Thus I would not regard the move as a repetition of Armenia’s decision. Nevertheless, changes implemented in Armenia have obviously impacted Artsakh in terms of strengthening the positions of those political forces which are in favor of the parliamentary system.”
Khanumyan refused to comment on possible threats the changes might bring recommending waiting until September when the draft is slated to be publicized
To remind, NKR President Bako Sahakyan signed a decree on establishing a professional commission on constitutional reforms under the NKR President on March 21. The decree approved the composition of the commission at the head of the National Assembly chairman Ashot Ghoulyan.
According to the decree by May 1, 2016 the professional commission was assigned to introduce to the President the concept of the constitutional reforms and in case of its approval by September 10, 2016 elaborate and hand in to the President the project of the constitutional reforms.
