Shavarsh Kocharyan: Minsk Group format not subject to changes unless Armenia deems it appropriate
“Only one document is put on the table of negotiations aimed at the Nagorno Karabakh conflict settlement - that is the Madrid document. The second could have appeared in Kazan,” Armenian Deputy Foreign Minister Shavarsh Kocharyan said during an interview at Media Center.
“We would register a progress if a document were adopted in Kazan. Let me remind that the parties accepted Madrid proposals as a basis for the negotiations. The document itself was supposed to have been adopted in Kazan,” Kocharyan detailed.
The deputy minister then noted that OSCE Co-Chairs statements are gradually becoming targeted.
“Mediators are quite familiar with the reality and frame the conflicting parties on the equal ground solely due to their mediating mission. Today that is not practiced any more. Their statements are gradually implying an addressee. However, let me state that we count on ourselves, not the mediators and an ally which is important for sure, to have, but first of all - we should count on ourselves,” he said.
Responding to the question whether Minsk group format is subject to changes, Shavarsh Kocharyan said that might happen only by the consent of the parties.
“This is the answer to all questions. If Armenia does not deem it appropriate, the format will not be changed. This is just one circumstance. Secondly, Baku obviously is interested in one mediator - Turkey, others are disturbing. Azerbaijan sees no other mediator, since its perceptions of the conflict settlement are shared only by Turkey, and that will always be ruled out by Armenia,” Deputy Foreign Minister noted.
