Armenian Foreign Minister Edward Nalbandian spoke of the reasons of the military operations unleashed by Azerbaijan along the Line of Contact between Nagorno Karabakh and Azerbaijan. FM Nalbandian’s comments came at an interview with “Public Agenda” program broadcasted by Public TV Company of Armenia.

According to Minister Nalbandian, Azerbaijan made an attempt to solve the conflict through military means after a failure on diplomatic front and again failed in the military one as well.

“I think the main explanation is the fact that Azerbaijan failed in the negotiation process. Once failed on the battlefield it tried to gain a success through negotiations but failed. Azerbaijan occurred in a situation when nothing was left to say, in a situation when it had to refuse even a meeting with the Co-Chairs and started the military actions. Azerbaijan has been repeatedly threatening with war amid the calls to adhere to the ceasefire, maintain the 1994 May ceasefire agreement, the 1995 agreement on strengthening of the ceasefire. Despite that, Azerbaijan pretended it had no connection to it. This time it launched large-scale operations. I think it is obvious to everyone who started the actions. Overall, during all the conversations I held with my counterparts no one expressed a doubt that Azerbaijan was the one who started the actions,” Minister Nalbandian stressed, adding that Azerbaijan failed in solving both the maximum and the minimum goals set before starting the military operations.

“Azerbaijan is now forced to return to the negotiation process and resume the talks. The resumption of the negotiations, however, appears  to be not an easy process as the necessary conditions are first to be ensured, and the efforts by Co-Chairs are aimed at ensuring those conditions,” the minister noted.
