Payments for supplied goods are unduly delayed, the goods aren’t properly displayed in supermarkets, said Chairman of the State Commission for the Protection of Economic Competition of the Republic of Armenia Artak Shaboyan voicing the complaints of Armenian economic entities exporting goods to Russia, during the International Legal Forum held in Saint Petersburg, Russia.

During the forum, the Chairman presented the results of the researches on exported goods from Armenia to member states of the Eurasian Economic Union.

“The research included more than a dozen of sectors, the total share of which in the structure of exports from Armenia to Russia amounts to over 75%. It refers particularly to the sectors of medicine, alcohol, tobacco, canned foods, construction materials, dairy products, fruits and vegetables, seafood etc.,” Shaboyan said.
Referring to the facts provided by the economic entities, the SCPEC Chairman noted that instead of direct cooperation, the RA trade networks prefer working with intermediaries.

“Having no alternative, our economic entities agree to the terms proposed by the latter, which saying the least, aren’t favourable for the businesses. For example, during discussions on the sale of goods, artificial difficulties are created,” he said.

Concerning these problems, Shaboyan highlighted the importance of application of equal and non-discriminatory conditions imposed on supplying companies by Russian large economic entities. In his speech, Shaboyan also noted that devaluation of the Russian currency led to increase in prices of the exported goods and decline in competitiveness.

He also spoke about the necessity of regulations of the relationships between trade networks and suppliers. “I propose developing and applying clear and fair rules on legal bases for both sides to regulate their relationships. Particularly, the terms for goods purchased from suppliers must be clarified. The deadlines for payment, the measures undertaken by the trade networks for promotion and display of the goods, the ways of solving disagreements between the sides must also be clear. These rules must be common for all the EEC states.”

According to the press service of the Commission, officials from more than 60 countries attended the forum this year. RF Prime Minister, Dmitry Medvedev attended the opening ceremony.
