France-Karabakh Friendship Circle: Commitments taken in Vienna open up opportunities for establishing peace in Karabakh
France-Karabakh Friendship Circle welcomes commitments taken by Armenia and Azerbaijan in Vienna on May 16 and says “[commitments] are a step forward to establish peace in Nagorno Karabakh,” According to the statement, released by the Circle, the provisions agreed between the parties are steps aimed at establishing just and lasting peace in the South Caucasus.
“One provision of particular significance and new is the agreement on establishing confidence building measures and in particular, the employment of investigation mechanism,” President of France-Artsakh Friendship Circle François Rochebloine said.
“On behalf of the Circle, I commend the work done by the mediators and especially French representative - Minister of State for European Affairs Harlem Désir, who lent their weight to record this progress which may play a decisive role in future for achieving peace,” Rochebloine stressed.
The confidence building measures proposed by the OSCE Minsk group Co-chairs has been long desired by all parties, except Azerbaijan, which until recently rejected to agree upon the proposal.
France-Karabakh Circle next outlines some positive moments as an outcome of the Vienna meeting. The commitment of the conflicting parties to solve the conflict through peaceful means, reinforcement of the 1994 ceasefire agreement as well as the resumption of the negotiation aimed at finding comprehensive solution to the conflict.
The circle regards the above-mentioned provisions as a form of soft condemnation of Baku’s military adventurism and expresses hope Aliyev would take note of this warning.
“Comprehensive settlement implies negotiations should not be concentrated on secondary aspects promoted by Baku, rather cover all the issues of the conflict, including the status of the Nagorno Karabakh Republic and eradicating the causes of the conflict amid the state-run Armenophobia underway in Azerbaijan,” the president of the circle concluded.
