Constitution shouldn’t be a matter of subjective perception, Vardan Ayvazyan says
“The Constitution shouldn’t be a word play. Each letter should have its essence, its legal content,” constitutional law expert, Vardan Ayvazyan said during a press conference.
Mr. Ayvazyan noted that compared with the previous ones, the amended Constitution is more progressive and has better quality, yet its implementation demands the adequate legal mentality of the state authorities.
“The level of legal mentality should be provided as follows: the government officials should have unambiguous and objective perception of the Constitution and the constitutional values. The Constitution shouldn’t be a matter of subjective perception. No government official should interpret it as it suits them,” he said.
According to Mr. Ayvazyan, observing the behaviour of political parties and considering the Constitutional elections of 2017, the Constitution is unlikely to have positive results with such behaviour.
The constitutional law expert noted that in terms of evolution, a high-quality Constitution is created in Armenia, yet its realization is manifested in an extremely passive way. “The authorities are responsible, because the Constitution is valid only in the domain of civil society. If there is no civil society, there’s no Constitution”
