Most important factor of human rights protection exists in Artsakh, Ombudsman says
The most important factor of human rights protection, the respect towards human dignity exists in Artsakh, said Ruben Melikyan, the Ombudsman of Artsakh Republic.
“Artsakh has achieved its independence through ordeals, and human dignity is significant in this context,” he said.
Concerning the functions of the Ombudsman, he noted that it doesn’t just involve noticing and fixing violations. “It is indeed an important function, yet the institutional changes, like in education, play a significant role”.
Mr. Melikyan also noted that the human rights defendant hasn’t found its place in the political system, including the state apparatus.
Speaking about their activities directed at the Azerbaijani aggression, Ruben Melikyan spoke about the report of the previous Ombudsman. “He published a report in English on April 21. The documentary part of the report was taken from open sources. It was divided into three parts. I consider important the first part about the reason [of the Azerbaijani aggression], Armenophobia. I’ve also spoken about this issue, concerning the time when they held a child at the airport for several hours, just because he had an Armenian surname. The second part was about the atrocities unleashed on the civil society, and the third part – on the soldiers. We still continue working on this”.
