Yerevan standoff: Ombudsman’s position on preliminary investigation of cases
The RA Human Rights Defender presented his position concerning examination of cases in preliminary investigation bodies:
“Criminal cases have been initiated and are being investigated by different preliminary investigation bodies concerning the events of July 17-31 in Yerevan. In this regard, we reaffirm our position that it is necessary to provide a comprehensive, complete and objective investigation with the maximum possible transparency and accountability. Moreover, we must ensure the reasonable predictability of the outcome of these proceedings. Only through applying these principles in proceedings conducted, can we ensure the efficiency and public confidence in these cases.
In this regard, given the great public interest in the criminal case on the armed group, we highlight the importance of transferring this case to the Special Investigative Service through the mediation of the National Security Service for impartial and thorough investigation in order to dispel any doubts.
Within the boundaries of his jurisdiction, the RA Human Rights Defender will display the necessary consistency to carry out the investigations following the noted criteria.”
