Alexander Iskandaryan: Negotiations are mostly aimed at preventing the conflict escalation
Nothing has changed in the Nagorno Karabakh settlement process since 2007, Director at Caucasus Institute Alexander Iskandaryan told reporters at a press conference on Tuesday.
“Since then, different versions of Madrid principles document have been on the table. The issue of mutual concessions has always been on the agenda. Other issue is that today it is pointless to discuss them,” Iskandaryan stressed.
To the speaker’s words, the situation and perceptions are different in Armenia and Azerbaijan. In Armenia discussions about mutual concessions are transparent and open, yet that is not the case in Azerbaijan.
“It is not about that the state leadership have started speaking of mutual concessions only now. Today, the negotiations are mostly about preventing the conflict escalation not finding solutions to the conflict,” said Iskandaryan.
To him, Azerbaijan is not inclined to implement the agreement on implementation of the investigation mechanisms along the Line of Contact reached at the recent summits between the presidents.
Asked whether constitutional changes expected in Azerbaijan may have any impact on the Karabakh issue, Iskandaryan said: “It [Azerbaijan] will remain an authoritarian state, and no policy change is expected with that regard”.
