What messages Azerbaijan receives from superpowers and what are the expectations from Aliyev
Over the past week the US Secretary of State Jon Kerry and Assistant to Russian president Yuri Ushakov almost simultaneously made similar statements with the main message that Baku and Yerevan are not ready for the prompt resolution of the Nagorno Karabakh conflict alike.
Political scientist Tigran Abrahamyan reflected on the statements in an interview with Panorama.am and noted that two of the OCSE Minsk Group Co-chairs - the US and Russia – admit that at this point the negotiations are at least in a deadlock.
Asked what the reason was to not voice up those considerations in the past since negotiation process had numerously been in deadlock, Tigran Abrahamyan referred to the military actions provoked by Azerbaijan in April, which, to him, was the result of such statements. Abrahamyan recalled the optimistic statements of the co-chairing states by those events, while the military actions came as a major blow to their efforts.
Abrahamyan dismissed the claim that the co-chairing states distance from the situation on the ground, leaving the space to Azerbaijan and Armenia. Instead he suggested the move may prompt Azerbaijan to take extreme measures.
“Azerbaijan is unceasingly speaking of the ‘unacceptability’ of the status quo, while the mediators publicly declare they see no short-term resolution to the conflict. The existing situation suggests that Azerbaijan should either reconcile itself with the existing reality getting prepared for the second phase of the war or take extreme measures through drastic escalation of the situation at least,” said Abrahamyan, adding the Azerbaijani sharp reaction to those statements is no accidence.
Commenting on the Azerbaijani president’s announcement they have been repeatedly forced to recognize Karabakh and that they would never do that, Abrahamyan said, that Aliyev lacks internal legitimacy and with this view he tries to position himself as a leader who is able and has the resources to defy the whole world that tries trying to impose the recognition of the Nagorno Karabakh on him.
