Lump-sum allowance on birth of first and second children possible to receive through online application
From December 2015 tens of thousands of families can submit online applications to receive lump-sum child allowance in case of the birth of first and second children without having to pay a visit to regional centers of the State Social Security Service.
This initiative has been implemented due to the assistance provided by USAID Pension Reform Implementation Project and the World Bank.
“The introduced system is the first step directed to increase the accessibility of the services provided to citizens and this process will be continuous. Due to the new system citizens can realize their right of receiving child benefits on birth of first or second child without having to visit regional centres and to interact with officials presenting numerous documents.,” RA Minister of Labour and Social Affairs Artem Asatryan told the reporters before presenting the new system to the public.
The Minister noted that the realization of the right of receiving benefits through this system is possible only in case when all the necessary data is available in the databases of the state bodies.
He underscored that even in case one of the necessary documents is missing, the system will not work, as in such cases citizens will have to visit regional centres and present documents.
According to Director of USAID's Office of Sustainable Development, the introduction of this system will lead to numerous achievements especially in relation to the system of introducing lump sum benefit. “This system significantly increases transparency in the process of granting lump sum allowance.”
It is expected that the new system can also be applied in case of the birth of a third or fourth child.
