Architect: It is well known that the process of granting licenses is corrupt
Architect Arsen Karapetyan supports the initiative of establishing Chamber of Armenian Architects non-profit and non-governmental institution, which will carry out such functions as granting licenses to architects, carrying out registration, approving rules of ethics, etc.
To note, the government has approved the draft law on the “Architectural Activities” which prescribes establishment of such a unit.
“Years ago when they began working out the bill, I got acquainted with it and sent my observations to the authors, but there was no feedback.
It is necessary to make changes in the process of granting licenses. And I think it is of paramount importance to enable architects to receive licenses individually, not only the companies as it is the case nowadays.
It is well known that the process of granting licenses is corrupt and the professional capacities are not taken into account. The issue of ethics is also crucial,” Arsen Karapetyan noted during the interview conducted by panorama.am.
Architect Anahit Samsonyan has a positive attitude towards the decision, but underestimates the decisions taken by this government.
“The things will be the way they have always been. Today there are many things forbidden by law, however the law does not refer to everyone. Having a license is very important for an architect only in case the law is equal for everyone. All the programs must be supervised and carried out in the right way,” the young architect noted.
President of Armenian Union of Architects Mkrtich Minasyan said that it is necessary to have a registry of architects.
“License will be granted by the chamber. We state that only someone with architectural education and work experience can be granted a license, unlike now when someone with a different profession receives a license by bringing together one-two architects in his group. An architect must oversee the entire course of construction and must control all the activities. According to the new stricter rules the architect will bear full responsibility with the right of overriding some conditions put forward by the companies that provide funds for construction,” M. Minasyan noted.
