Constitutional Referendum voting kicks off in Artsakh
The Artsakh people are voting in a referendum on constitutional amendments which envisage a switch to a presidential form of governance. As the Chairwoman of NKR Referendum Central Commission Srbuhi Arzumanyan told at a briefing on Monday 280 polling stations opened at 08:00 a.m. February 20 throughout the country and in Permanent Representation of the NKR in Armenia.
Some 100 international observers are monitoring the voting, while 80 reporters representing 40 local and foreign media outlets are covering the election process. The number of eligible voters is 102 757.
Earlier the Srbuhi Arzumanyan hold a press conference and responded to the possibility for the displaced Talish residents to exercise their voting rights. In her words, the majority of Talish people are located in the Alashan village of Martakert region following the April war where their voting process will be conducted.
