Davit Babayan: Azerbaijan disrupts OSCE monitoring missions as a matter of practice
Azerbaijani forces failed to lead the mission to its frontline positions during the OSCE monitoring mission of the Nagorno-Karabakh Line of Contact on March1. These actions of Azerbaijan have turned into a routine matter, yet it is hard to recall any statement from that European structure to condemn that.
In an interview with Panorama.am Artsakh President Spokesperson Davit Babayan said Azerbaijan is keen on using the practice from time to time.
“As a matter of practice Azerbaijan disrupts every third monitoring mission, breaking the arrangement to lead the mission to its front lines. This is done deliberately to obstruct the operation of the OSCE mission, since there are no objective reasons not to leading the mission. Despite our regular calls on the personal representative of the OSCE Chairman-in-office and his staff, the matter has not been addressed yet,” Babayan said.
Asked whether the OSCE has ever urged the official Baku to cease the harmful practice, Davit Babayan replied: “How is it possible for the OSCE to condemn the failure of leading the mission to the frontline positions, If the organization didn’t issue even a tough response to the closure of its mission in Baku. I do not rule out that OSCE deliver its frustration with Baku consistently ignoring it”
The spokesperson of the Artsakh President emphasized the official Stepanakert has numerously communicated its resentment with the Minsk Group Co-Chairs over Azerbaijani actions, conveyed its position through diplomatic channels but to no avail.
