Artsakh President spox comments on Lavrov-Nalbandian-Mammadyarov meeting
“We appreciate this meeting held in Moscow, as any other meeting, since they are significant. However, it is not right to expect that all the issues over the conflict settlement will be tackled during such meetings,” David Babayan, Spokesperson of the President of Nagorno-Karabakh (Artsakh) Republic, noted the aforesaid in an interview with the correspondent of Panorama.am, commenting on the working meeting between the Russian, Armenian and Azerbaijani Foreign Ministers Edward Nalbandian, Sergey Lavrov and Elmar Mammadyarov held in Moscow.
“The Nagorno-Karabakh conflict needs to be observed in two dimensions. The first one refers to the settlement of the conflict itself, which can take a long time given the destructive policy of Azerbaijan. The second dimensions is linked to the maintenance of peace and stability in the [Caucasus] region. The talks were mainly held in these two dimensions. Certainly, other issues were touched upon at the meeting as well, however it mainly focused on the matters referring to these platforms. And in this respect it not accidental that the sides underscored the necessity to implement the agreements reached at Vienna and St. Petersburg summits,” Babayan noted, adding that in that way the meeting also highlighted the development and introduction of the mechanisms that would enable to register the ceasefire violation cases and work in a more operative manner, somehow taking into responsibility the side or the sides that initiated the violations.
The spokesman also highlighted the fact that the FMs agreed to continue the Karabakh peace talks.
“In fact this indicates that the peace talks must continue no matter how difficult it is or how long it will take,” David Babayan said, noting that the meeting was also attended by the Co-Chairs of France and U.S., as well as the Personal Representative of the OSCE Chairperson-in-Office, which shows that the Co-chairing countries have a unified approach towards the maintenance of peace and stability in the region.
