“Armenophobia and terrorism are the basis of Azerbaijan’s state-building policy. There are certain factors that further promote such a behavor by Azerbaijan. A unique situation has been created in that country. Launching the four-day war in 2016, Azerbaijan failed and is not able to change the military balance regardless the vast sums of money invested in the military sphere. In addition to this, the rampant corruption by the Aliyev clan and the de jure privatisation of Azerbaijan by appointing Mehriban Aliyeva as the country’s Vice-President, are to be pointed out” David Babayan, Spokesperson of Artsakh (Nagorno-Karabakh) Republic President, noted in an interview with Panorama.am, asked to comment on the information released by Azerbaijan that a crime group involving Armenian and Azerbaijani members allegedly intended to carry out a terror attack in Baku.
According Mr. Babayan, the above-mentioned factors certainly creates negative and protest moods in the society. “In Azerbaijan, including in its military forces, there are many people who are dissatisfied. In order to neutralize them, Aliyev accuses them of having ties with the adversary, i.e. Armenians. This enables him to encourage the society that lost its spirit and legitimize the repressions. On the other hand, Aliyev aims at showing the international community that he fights against the aggression of its adversary,” the Karabakh official said.
Asked what stance the official Stepanakert should adopt amid this situation, the Karabakh President Spokesman said: “The Armenian side should refrain from reacting to similar fake processes. In fact, Azerbaijan does not seek a response. Its only intention is to legitimize the repressions in the eyes of its own society.”
To note, according to the released information, due to the joint efforts of Azerbaijan's Security Service, Prosecutor General’s Office, Defense and Interior Ministries, the Azerbaijani special services arrested a number of soldiers and civilians on charges of cooperating with Armenia’s secret services.
