ISCR representatives seek meeting with the Armenian detainee in Baku
The representatives of the International Committee of the Red Cross (ICRC) have not met with Zaven Karapetyan, a citizen of Armenia detained in Azerbaijan, the ICRC Armenian office press representative Zara Amatuni told Panorama.am.
“The International Committee of the Red Cross is holding confidential talks with the sides to meet with the person in Azerbaijan,” said Zara Amatuni, adding the meeting is envisioned according to the norms of the international humanitarian law.
To note, the ICRC has been operating in the region since 1992 in relation to Nagorno Karabakh conflict. The ICRC supports communities living along the Line of Contact between Nagorno Karabakh and Azerbaijan and international border between Armenia and Azerbaijan, through its delegations in Baku and Yerevan and the mission in Nagorno Karabakh. Besides, the ICRC works to clarify the fate of missing persons and help their families, visits detainees and acts as a neutral intermediary to facilitate transfer and repatriation of persons released on both sides of the border and the Line of Contact.
To remind, on June 21 the Azerbaijani media reported that the Armenian forces allegedly attempted a subversive attack and suffered losses, while the one was held captive. Later, a footage was released, showing interrogation of a man it described as an Armenian intelligence officer identified as Zaven Hovhannes Karapetyan, who was telling about himself and his task.
Armenia’s defense ministry officially refuted Azerbaijani media claims about the sabotage attack.
Later the Police of Armenia provided clarifications regarding the person detained in Azerbaijan, who appeared to have been 43-year-old Zaven Karapetyan, suffering from mental illness, with no permanent place of residence and running a homeless life.
